Our responsibilities

Corangamite CMA's roles and responsibilities

Under Part 10 (sections 201 to 212) of the Water Act, Corangamite CMA has floodplain management responsibilities for its declared CMA’s region.

Key functions include:

  • To find out how far floodwaters are likely to extend and how high they are likely to rise
  • To declare flood levels and flood fringe areas
  • To declare building lines
  • To control developments that have occurred or that may be proposed for land adjoining waterways
  • To develop and implement plans and to take any action necessary to minimise flooding and flood damage
  • To provide advice about flooding and controls on development to local councils, the Secretary for Planning and Environment and the Community.

What is floodplain management?

The term floodplain refers to low lying land bordering a creek, river, lake, sea coast or artificial channel. In Victoria, floods are usually caused by heavy prolonged rainfall.

This produces surface runoff which flows overland into rivers and streams. When there is a large amount of runoff, water overflows the river banks onto the adjacent floodplain, causing land to flood.

Built up urban land can be affected by floods that occur during severe storms, when drainage systems reach capacity.

For planning purpose the “1% probability” (one in 100 year) flood is used to identify land which is liable to flooding. This is determined from data obtained from previous floods and from flood studies.
